Fire Prevention
Mission: To provide fire prevention and life safety services through education, code enforcement, and inspections during the new business development process, through general fire inspections, operating and special use permitting, and complaint-driven investigations.
Travis County Emergency Services District No.12 has adopted the 2015 International Fire Code (IFC) Effective July 1, 2016. Applications received on or after this date shall adhere to the content of this code.
The 2009 International Fire Code (IFC) Effective time frame; May 1, 2013, through June 30, 2016.

TEXAS DEPt OF INSURANCE
 Insurance Services Office (ISO)  protection class rating

Travis County ESD No.12 received a split class Public Protection Classification (PPC) rating of 2/2Y within the city limits of Manor and a rating of 3/3y within the unincorporated area of the district. This puts ESD No.12 in the top 15% of all Texas ISO-rated fire departments.

Criteria for the ISO PPC program include incorporating nationally recognized standards developed by the National Fire Protection Agency (NFPA) and the American Water Works Association (AWWA).  The fire department accounts for 50%, water supply 40%, and emergency communications 10% of the overall grade.  The grading criteria include;
  • Needed Fire Flows, which are representative building locations used to determine the theoretical amount of water necessary for fire suppression.
  • Emergency Communications, including emergency reporting, telecommunications, and dispatching systems.
  • Fire Department, including equipment, staffing, training, the geographical distribution of fire companies, operational considerations, and community risk reduction.
  • Water Supply, including inspection and flow testing of fire hydrants, alternative water supply operations, and a careful evaluation of the amount of available water compared with the amount needed to suppress fires up to 3,500 gallons per minute (GPM).
CITY OF MANOR
With a split Class 2/2Y, all class-rated properties located within 1000 feet of a fire hydrant or water supply suction point and within 5 miles of a fire station will use Class 2. All class-rated properties located farther than 1000 feet of a fire hydrant or water supply suction point and within 5 miles of a fire station will use Class 2Y.

TRAVIS COUNTY - Unincorporated
With a split Class 3/3Y, all class-rated properties located within 1000 feet of a fire hydrant or water supply suction point and within 5 miles of a fire station will use Class 3. All class-rated properties located farther than 1000 feet of a fire hydrant or water supply suction point and within 5 miles of a fire station will use Class 3Y. 

Permitting & Compliance

TCESD12 requires a permit before beginning construction. This applies to new commercial and public buildings, as well as any existing facility for which use has changed or that will sustain 50 percent or greater construction alteration or $50,000.

Any construction occurring on a site or property prior to permitting by TCESD12 shall result in any associated fees being doubled.

2nd resubmit- $240
3rd resubmit- Full plan submittal fee
