Fire Prevention
Travis County Emergency Services District No.12 has adopted the 2015 International Fire Code (IFC) Effective July 1, 2016. Applications received on or after this date shall adhere to the content of this code.
The 2009 International Fire Code (IFC) Effective time frame; May 1, 2013, through June 30, 2016.

TEXAS DEPt OF INSURANCE Insurance Services Office(ISO)  protection class rating

Travis County ESD No.12 received a split class Public Protection Classification (PPC) rating of 3/3y in February 2018. This puts ESD No.12 in the top 20% of all Texas ISO rated fire departments.

Criteria for the ISO PPC program includes incorporating nationally recognized standards developed by the National Fire Protection Agency (NFPA) and the American Water Works Association (AWWA).  The fire department accounts for 50%, water supply 40%, and emergency communications 10% of the overall grade.  The grading criteria include;
  • Needed Fire Flows, which are representative building locations used to determine the theoretical amount of water necessary for fire suppression.
  • Emergency Communications, including emergency reporting, telecommunications, and dispatching systems.
  • Fire Department, including equipment, staffing, training, the geographical distribution of fire companies, operational considerations, and community risk reduction.
  • Water Supply, including inspection and flow testing of fire hydrants, alternative water supply operations, and a careful evaluation of the amount of available water compared with the amount needed to suppress fires up to 3,500 gallons per minute (gpm).

Permitting & Compliance

TCESD12 requires a permit before beginning construction. This applies to new commercial and public buildings, as well as any existing facility for which use has changed or that will sustain 50 percent or greater construction alteration or $50,000.

Any construction occurring on a site or property prior to permitting by TCESD12 shall result in any associated fees being doubled.

Key Boxes. Sec 506. IFC2009 (ALL Commercial structures are required to have a Knox Box access system.)

506.1 Where required. Where access to or within a structure or an area is restricted because of secured openings or where immediate access is necessary for life-saving or fire-fighting purposes, the fire code official is authorized to require a key box to be installed in an approved location. The key box shall be of an approved type listed in accordance with UL 1037 and shall contain keys to gain necessary access as required by the fire code official.

506.1.1 Locks. An approved lock shall be installed on gates or similar barriers where required by the fire code official.
